2. He's not winning PA
The reason it was said they're giving up is because they reduced their ad buys. Better to have Bush in PA, which he won't win, than in a state like Ohio where Kerry is making inroads.

I have done some volunteer work at the Kerry office in Greensburg and I can tell you that PA is still close. We have a lot of work to do and must get out the vote.

But I think Bush's appearance in the state is an attempt to get Kerry to spend time there defending it.

living in Fantasyland really and it will be less time in Missouri, Florida, Ohio, New Mexico, New Hampshire,Colorado, Virginia, Arizona, et al!
