Kerry would have agreed to the 87 billion if they would have rolled back the tax cuts for the rich to pay for it.

4. Bush threatened
to veto the bill if it was any different THAN THE WAY IT WAS. Like always Bush is a spoiled brat who has to have it his waY.

Plus why couldn't he level with people in the first place regarding the numbers?
