What was the name of that one guy in govt. who got busted for 9/11?

Wasn't there one guy who worked for the govt. on whom some blame was laid for the failure to apprehend the hijackers, or otherwise uncover and stop the day's events from happening?

All I remember was promotions and an award.

3. Can't the guy have a 2nd chance?
I mean it was only incompetence. It's not like it's an inside job or anything. We can forgive and forget, he was able to get an award so there you go. Always give them a 2nd chance.
