2. just speculation but....
"Hick's suggestion that Khan could have been an FBI informant has a basis in history. The FBI has placed several informants in the inner circles of terrorist groups which carried out deadly attacks."

So what if certain members of the FBI reported that certain terrorist were planning an attack against the WTCs and this info was used by certain individuals to have their "new Pearl Harbor event"? Or perhaps it was CIA. That might explain why other FBI agents were told to stay away from the "Able Danger" operation and those files were destroyed.
