2. the context was KSM's "confession" to helping plan 9/11
so presumably he's talking about the WTC-- large buildings where people on the upper floors were unable to get out.

I put confession in quotes since anything he confessed to is completely unreliable due to his being tortured.

3. He's talking about what KSM told us
The plan sounds like, smuggle explosives into a tall building and explode them high enough so that the people trapped above could not escape. It sounds like they learned from 9/11 and were working to capitalize on it.

10. I suppose that's what the CIA wanted us to think
but it doesn't really make sense-- trapping people-- unless they also were able to bring the whole bldg down a la 9/11. But if 9/11 was in fact really done by al qaeda, then what they would have learned is that airplane attacks are spectacularly effective and they should put all their effort into getting more hijacked planes. How on earth would they get and plant explosives, anyway?

was the justification and legalization of torture. Colin Powell had just come out with a commentary against torture and Bush struck back.

He was calling for legislation to be passed, (Military Commissions Act and the Detainee Treatment Act), so KSM “the man our intelligence agencies believe helped orchestrate the 9/11 attacks” could “face justice.”

“The bill I have proposed will ensure that suspected terrorists will receive full and fair trials, without revealing to them our nation's sensitive intelligence secrets. As soon as Congress acts on this bill, the man our intelligence agencies believe helped orchestrate the 9/11 attacks can face justice.
The bill would also provide clear rules for our personnel involved in detaining and questioning captured terrorists. The information that the Central Intelligence Agency has obtained by questioning men like Khalid Sheikh Mohammed has provided valuable information and has helped disrupt terrorist plots, including strikes within the United States.
For example, Khalid Sheikh Mohammed described the design of planned attacks of buildings inside the U.S. and how operatives were directed to carry them out. That is valuable information for those of us who have the responsibility to protect the American people. He told us the operatives had been instructed to ensure that the explosives went off at a high -- a point that was high enough to prevent people trapped above from escaping.
He gave us information that helped uncover al Qaeda cells' efforts to obtain biological weapons.
We've also learned information from the CIA program that has helped stop other plots, including attacks on the U.S. Marine base in East Africa, or American consulate in Pakistan, or Britain's Heathrow Airport. This program has been one of the most vital tools in our efforts to protect this country. It's been invaluable to our country, and it's invaluable to our allies.”


Is there any proof of KSM’s list confessions that “operatives” were going to plant bombs in “tall buildings?”
In a “Verbatim Transcript of Combatant Status Review Tribunal Hearing” KSM signed the confession that (He) was responsible for the planning, training, surveying and financing the New (or Second) Wave attacks against the following skyscrapers after 9/11:
a. Library Tower Ca.
b. Sears Tower Chicago
c. Plaza Bank Wash. (The bank not founded until 2006, 3 years after his capture)
d. Empire State Building NYC

This seems to be his only confession of plans for “tall buildings.”

From History Commons:
9/11 mastermind Khalid Shaikh Mohammed (KSM) attempts to organize a follow up attack to the 9/11 attacks. Beginning in October 2001, KSM and Hambali, a top al-Qaeda leader in Southeast Asia, recruit four operatives for the new plot, all of them Malaysian:
Mohamad Farik Amin (a.k.a. Zubair).
Mohammed Nazir Bin Lep (a.k.a. Lillie).
Zaini Zakaria.
Masran bin Arshad.
The plan is for these operatives to blow up the doors to airplane cockpits using shoe bombs, take over flying the aircraft, and then crash them into US buildings—essentially the same technique as was used in the 9/11 attacks, except with the addition of the shoe bomb and the use of East Asians instead of Middle Easterners. Apparently several buildings are initially targeted. KSM will later name them as the Library Tower in Los Angeles (later renamed the US Bank tower), the Sears Tower in Chicago, the Empire State Building in New York, and a tall building in Washington State. But the plot soon focuses on just the Library Tower, the tallest building on the West Coast of the US, due to a lack of pilots.

Bush used the vivid imagery of explosions of buildings and trapped people dying in high rises to cause fear. This helped him to justify torture. All the abuses of the Constitution were justified because of 9/11.

No doubt Bush’s statement is bizarre. It was on par with some other statements he made about 9/11. He screwed up the manner in which this “New Wave” was going to be carried out and stumbled while saying the words. Compare it to how he answered when asked how he learned of the attacks as they were happening.

What do psychologists call that?

Wouldn't you put bombs in at a LOW point in a building if your intent is to trap the largest number of people?

And why did they not tell people to evacuate the towers? In fact they told people it was safe and Ok to go back to work.

Khalid is probably another agent provocateur just like most of the rest we've heard so much about. Bin Laden, Mohammad Atta, Melvin Lattimore, Andreas Strassmeier, Ali Mohammad, Edwin Angeles, Mubin Shaikh, Charles James Stewart, Abbas al Saidi, Elie Assad, Whitey Bulger.... thugs, drug pimps, mideast intel agents, and rapists hired and paid by the FBI to create American criminals they can pin with crimes after they get them to do something illegal or if that fails frame them for something.

So this is twice that buddies Bush and Goss have made this statement. I wouldn't be surpised if Goss is trying to say to some group that it is within his factions power to expose a bit more of the 9/11 lie if they chose to. Where have we been told Khalid has ever put bombs high up in buildings???

So the only "terrorists" they could come up with was a Palestinian exile and a Jewish teen. I wonder if the Palestinian exile is like the Cuban exiles, and Iranian exiles and the Iraqi exiles and all the other exiles that want America's big guns to go shoot down their dictators? Makes you wonder? And both flee to Pakistan before 9/11 where all good terrorists go to get radicalized or at least go to provocateur someone else to get radicalized. :shrug:

I'm sure he just accidently met people at these places...(or at least the places he didn't make up) that no one consciously met at these places to do something maybe like send a cryptic message to anyone. Just like when Bush and Goss both mentioned that Khalid Sheik Mohammad blew up the top upper levels of some building to trap the people above inside. Although the media hasn't reported that anywhere else, it would simply be tinfoil hat nuttery to thing Goss and Bush meant anything in saying what they said. In effect part of the government (Bush and Goss) make cryptic statements about explosives in buildings while part of the government chalks it all up to crashing planes and fire.

If a former Chairman of the Joint Chiefs of Staff and former Secretary of State feels this way, don't you think that Americans and the rest of the world are beginning to wonder whether you're following a flawed strategy?

THE PRESIDENT: If there's any comparison between the compassion and decency of the American people and the terrorist tactics of extremists, it's flawed logic. I simply can't accept that. It's unacceptable to think that there's any kind of comparison between the behavior of the United States of America and the action of Islamic extremists who kill innocent women and children to achieve an objective, Terry.

Keith Olbermann had a Special Commentary that is still available on the internet concerning this non-answer to the question. He focused on the "It's unacceptable to think..." part.
