Regarding the FEMA Employees that were in NYC...

I've read that FEMA had an exercise planned in NYC on 9/11 and that in an of itself is a strange coincidence.

But, if they were there for "ulterior" motives, what were they actually doing there? Did they have any impact on the event, good or bad?

But they were there a day early.
