Under a ceasefire declared by Israeli Prime Minister Ariel Sharon and Palestinian President Mahmoud Abbas in February, Israel agreed to pull back forces from five West Bank cities it re-entered during more than four years of an armed uprising.
Tulkarm and Jericho were handed over in March. But Israel then shelved the transfer of the third city on the list, Qalqilya, saying Palestinian security services had not collected weapons from about 50 militants in Jericho and Tulkarm.
