Livni: No crisis in Gaza Strip

Tzipi Livni, Israel's foreign minister, has again rejected a French proposal for a ceasefire to allow aid into the Gaza Strip saying there is "no humanitarian crisis".

Israel's foreign ministry quoted Livni as having said in a statement during a trip to Paris that "there is no humanitarian crisis in the Strip, and therefore there is no need for a humanitarian truce."

Over the past six days more than 400 Palestinians have been killed and 2,000 wounded under an Israeli aerial bombardment.

The strip, home to 1.5 million people, is already suffering shortages of power, food and medical supplies due to a two-year blockade imposed by Israel on the area.

Livni was quoted as saying: "Israel has been supplying comprehensive humanitarian aid to the Strip... and has even been stepping this up by the day."

The Israeli cabinet had previously rejected a French proposal for a 48-hour ceasefire on Wednesday.

Livni held talks with Nicolas Sarkozy, France's president, in the French capital on Thursday as pressure built on Israel to agree a truce to allow aid into the besieged Gaza Strip.

Sarkozy ceased to hold the rotating presidency of the European Union as of midnight on Wednesday, but decided to go ahead with the meeting which was aimed at brokering some form of end to the Israeli assault on Gaza.

The Israeli cabinet rejected a French proposal for a ceasefire on Wednesday on the grounds it was seeking a "durable solution" and that a temporary truce would simply allow Hamas fighters to regroup and re-arm.

Hundreds dead

France has been vocal in the diplomatic push for peace in Gaza and chaired an emergency meeting of EU foreign ministers in Paris on Tuesday to discuss solutions to the conflict.

The Czech Republic has now taken over the EU presidency and a spokesman for the country's foreign office confirmed to Al Jazeera that it would be continuing the line of the French ceasefire proposal.

A Czech mission will begin a trip to the region on Sunday with visits scheduled to include Amman, Tel Aviv, Ramallah and Cairo.

Rula Amin, Al Jazeera's correspondent in Beirut, said a senior Hamas source had confirmed on Thursday that there had been a European proposal for a ceasefire, but that its terms were very vague and that Hamas was still looking into it.

Amin said the ceasefire called for a halt to all attacks from both sides on civilian targets, the opening of crossings into Gaza and some kind of European presence to help organise the border crossings.

Bernard Kouchner, France's foreign minister, said on Wednesday that he and Sarkozy would be in southern Lebanon next week, and "will see if it is possible to go to Israel".

Ten Israeli human rights groups issued an urgent appeal to Israel's Defense Minister today demanding that Israel's military stop draining Gaza of fuel and electricity- and restore fuel supplies to hospitals, water wells, and other vital humanitarian institutions. Gaza residents are suffering power outages of up to 20 hours per day and more in some areas, due to the blockage of industrial diesel for Gaza's power plant. The plant has been closed since Monday, Dec. 29.

Gaza's main hospital, Shifa, has been experiencing power outages of more than 20 hours per day, forcing medical teams to rely on back-up generators not designed for continuous use- just as they are trying to care for the more than 1,500 people injured in the attacks. Without electricity to pump water, 60% of Gaza residents on average receive clean water once in 5-7 days, and some people have been without water supply for 10 days.

The human rights groups urgently appealed to the Defense Minister, demanding that he re-open the Israeli-controlled Nahal Oz Crossing, the only crossing through which industrial diesel can be sent to Gaza. For the past two months, Israel has allowed supply of just 18% of the industrial diesel needed by Gaza's power plant and just 28% of the supply ordered by Israel's Supreme Court. No supply has been permitted since the start of the military operation Saturday. The industrial diesel is funded by the European Union and can only be used for Gaza's power plant.

"Gaza's electricity system is at the point of collapse, just when electricity is most needed to operate hospitals, water wells and additional vital infrastructure," the groups said. They noted in their letter under international humanitarian law and Israeli precedent, responsibility for the needs of the civilian population, including fuel and electricity, is placed squarely on the shoulders of the military commander.

"This shortage was well-known to Israeli security officials, because Israeli security officials caused the shortage, deliberately, beginning October 28,2007, and we repeatedly warned them of it. It was to be expected, then, that the military operation would exacerbate the shortage, to the point of substantial and immediate harm to the health, physical well-being and dignity of Gaza Strip residents. The military commander... must not supply what is missing, fully and immediately," the groups wrote.

They are low on food, electricity, medicines -- this is anti-human rights.

And I think Israel is crossing a line here where the world is really paying

attention now -- !!!

This has to be stopped --- forever!!

War brings nothing but more violence.

THIS Israel situation is another reason I'll be happy to see Bush gone and his

winking at this warmongering.

10. "All quiet on the Western front"
It's disgusting that the Israelis won't allow any foreign correspondents across the border. When they finally do so the true scale of what's occured may become apparent. I'm not sure why none have managed to cross into Gaza using the Egyptian crossing - anyone know ?

Livni's concept of supplying comprehensive humanitarian aid is highly suspect IMHO. x(

12. BBC: Gaza facing 'critical emergency'

The UN has warned that Palestinians in Gaza are facing a serious health and food crisis, as Israeli air strikes continued for a seventh day.

The "critical emergency" comes despite an increase in humanitarian shipments, said Maxwell Gaylard, the UN's chief aid co-ordinator for the territory.

The UN said at least 100 civilians were among some 400 Palestinians killed so far, and an estimated 2,000 wounded.

Israel said Gazans were continuing to receive sufficient food and medicines.
