Virginia: Governor McDonnell Confirms Changes to Allow Lawful Carry of a Firearm in State Forests!

Sunday, May 08, 2011

On May 6, Governor Robert F. McDonnell approved changes to the Virginia Department of Forestry’s Virginia State Forest Regulation 4VAC10-30-170. The approved changes went into immediate effect.

The changes will permit law-abiding Virginians to carry a firearm in State Forests. These changes now allow for both the lawful carrying of concealed firearms by those who possess a concealed carry permit, as well as open carrying for anyone in lawful possession of a firearm.

The new language to the Administrative Code is below:

4VAC10-30-170. Explosives, firearms, etc.

No person shall bring into or have in any forest any explosive or explosive substance. This regulation shall not apply to the lawful carrying of firearms and firearm ammunition.

Another small gain for RKBA rights.

1. You never can tell
when you might have to fight for your life against some deranged squirrel or some other falling nuts.

4. Try a cougar with your bare hands some time.
Let us know how that goes.

Or a territorial brown bear. Or any other number of predators (such as the two legged kind protecting their illegal grow ops).

Statute in Washington State (note the reasonable bit, that includes being deep in the forest)

(8) Any person engaging in a lawful outdoor recreational activity such as hunting, fishing, camping, hiking, or horseback riding, only if, considering all of the attendant circumstances, including but not limited to whether the person has a valid hunting or fishing license, it is reasonable to conclude that the person is participating in lawful outdoor activities or is traveling to or from a legitimate outdoor recreation area;

6. I'd rather face a puma or a bear than a rapist or killer with a gun
and there's no way in hell that I'll ever be bullied into carrying a gun myself. Guns are for the perpetually terrified, and that ain't me.

7. I am not 'perpetually terrified'.
In fact, that sounds a lot like an insult.

I carry a first aid kit and other safety countermeasures when I go hiking/camping. Does that make me 'perpetually terrified' as well?

8. Ah, an opinion based on FACTS
heh, nice to see some solid reasoning here. (sarcasm)

Yeah, if we were terrified, we just wouldnt go out there.

I was 48 before I got my gun. I didnt get it because anything happened.

I also was an *unarmed* park ranger for many years, including in Central Park in Manhattan.

A gun is just a tool, and certainly not my only self-defense tool.

Luckily, most people carry concealed and so you dont really know how many 'terrified' people surround you each day :-)

What kind of personal problem do you have that you feel you can label gun owners?

11. Interesting thing
about pro 2A folks. Most of them are more interested in making a choice, available to you, to carry a gun if you so desire. I have heard of not

one pro gun advocate here or anywhere who will demand (bully) that any other person carry a gun. That freedom of choice isn't so clear cut, coming form

the anti gun crowd however. Some of them here and elsewhere want to remove the choice, of carrying, for ALL gun owners, others want to end gun

ownership all together. Please tell me, who is "bullying" who?

My comments here won't change the political paradigm of
Of our , died in the wool anti's, but if I can make a few that are on
the fence ,look at our current situation logically, then maybe
i have made a difference today.

21. That statement makes incredibly little sense.
Out of curiosity, is a rapist or a killer without a gun morally preferable to you? And aren't you effectively saying that you would rather be killed or raped than exercise effective self defense?

9. Didnt feel the need for a gun with the cougar
Meh, I've confronted a cougar and several black bear in close quarters...never felt the need for a gun. And good luck with most guns against a grizz.

It's human predators I'd worry about, or packs of dogs (sadly).

17. Black bears generally don't bother humans.
Brown bears are another kettle of fish.

Cougars are hit-and miss. The incidence is down, of course, but sadly, so is the cougar population.

19. I worry more about the human predators, but anyways.
If I can carry a concealed weapon down main street, surrounded by hundreds of my fellow citizens, why would I be any more of a threat carrying a concealed weapon while walking down a forest path?

2. Is there a problem?
There are plenty of criminals in parks too. Pays to be safe everywhere, whatever your choice of self-defense.

22. I never stopped
I simply realized that I would probably never be convicted if I used it in self defense, and even if I was..... I would still be alive.

24. Yeah, 'cause all those metal detectors at park boundaries were keeping guns out.
That's what I like about you, Hoyt- you never let logic interfere with your bigotry.

BTW, how are your NanoTag stock options doing today? I hope they don't trend down by the end of the week...

15. LOL!!
I see the anti-civil liberty folks are at it again in here!!

But, as you might guess by my "handle" I am quite pleased by the results, and those that don't like it can feel free to contact their Virginia legislators, to "fix it"...Like I and many other Virginians did...

16. the same state laws for carrying a firearm should apply outside and inside the park boundaries.

There's no good reason why there should be separate rules.
