Utah may require non-resident apps for Utah LTCF to have home state LTCF
SB34 » Out-of-state gun owners who seek a Utah concealed-weapon permit — which is popular because it is recognized by most states — may soon first need to obtain a permit from their home state, if available.

The Senate voted 28-0 on Friday to give preliminary approval to SB34, which would make the change. A final vote is expected next week.

Sen. John Valentine, R-Orem, the bill’s sponsor, said the Utah permit is popular because it is recognized by 33 other states — the most of any state permit — so owners can carry guns in most places nationally with just that one certificate.

But he said states such as Nevada and New Mexico recently quit recognizing Utah permits. He said they claim that is out of concern that Utah permits do not require any measure of shooting proficiency, but he said the states actually appear upset that their own residents often apply only for a Utah license without also obtaining a local one.

We have some pols in my state of PA who bitch about PA residents without a PA permit carrying FL & Utah permits. Feel it is a way to get around our state law. For some residents of Philly which is notorious for making it as difficult as possible to get a PA permit this is their only recourse.

1. Define "shooting proficiency."
I got my Utah CC permit (resident) a couple years ago. It was my first time owning a gun. We had to have SOME proficiency to finish the course. We went to the gun range, fired and had to actually HIT the target at a couple of distances. That's proficiency.

Did that mean we were all shooting with 90% accuracy at 30 yards? Of course not.

shooting proficiency.

I don't know if my instructor was different than most, but he never signs the paperwork for the permit unless he feels the applicant knows how to handle and shoot a gun.

The OP article implies that the Utah permits are handed out willy nilly to anyone who can fog a mirror. That's not my experience.

4. I have both a PA(home state) and Utah permit
Never had to step foot on a range for either.

PA I didn't even have to take a course.

Utah I just had to attend a day long class with a Utah certified instructor. No time on range.

I took it upon myself to make sure I had proper shooting training.

5. Must have just been my instructor, then. I'm glad we got some range
time--not much. Maybe 45 minutes to an hour. But some people had never shot a gun before--I'm glad he made them learn how.

6. In CT you have to take a 1 day course for CCW and be able
to hit the target. If I remember right you had to put 7 rounds in the target to pass and get signed off.

8.  In Texas you shoot a 50rd course of fire, and have to hit 70% or better to pass.
CHL SHOOTING TEST
3 yards, 20 rounds
•1 shot, 2 seconds, 5 times
•2 shots, 3 seconds, 5 times
•5 shots, 10 seconds, 1 time
7 yards, 20 rounds
•5 shots, 10 seconds, 1 time
•2 shots, 4 seconds, 1 time
•3 shots, 6 seconds, 1 time
•1 shot, 3 seconds, 5 times
•5 shots, 15 seconds, 1 time
15 yards, 10 rounds
•2 shots, 6 seconds, 1 time
•3 shots, 9 seconds, 1 time
•5 shots, 15 seconds, 1 time

Scoring
8,9 and 10 rings = 5 points

7 ring = 4 points

on target, outside rings = 3 points


All strings start from 'low ready'. All shooting may be done with one or two hands. Until 2006, the test was shot using the TXPT target shown in the photos. The 5 point area on the target is approximately 12" across. Starting in 2006 the traditional B27 target will be used for CHL qualification. Both the older TXPT and B-27 targets are of similar size and the scoring zones are roughly the same, with the main difference that the B-27 zones are mid-torso whereas the TXPT 5 point ring was more correctly placed upper-torso where vital organs on a human are actually located. (In our opinion thedecision to go backward to the older, less anatomically correct B-27 target is a bad idea). There is no requirement to qualify with the gun you intend to carry. If you qualify with a semi-auto (SA category) you will be allowed to carry either a revolver or semi-auto of any caliber. If you only qualify with a revolver (non-semiauto/NSA category) you cannot legally carry a semi-auto. You get three attempts to pass. A 70% score (175 points) is a passing score, but in our opinion anyone that cannot pass with a 90% score on the first try should seriously consider additional training to improve shooting ability.

I believe that Texas has the strictest course of fire.

10. I guess Utah became a victim of its own success
Utah permits are extremely popular, especially in the western United States, because they're recognized by the largest number of other states. The reason they are is because Utah has comparatively stringent requirements for getting a permit; the training curriculum for concealed firearm permits (http://publicsafety.utah.gov/bci/documents/MTC01032011.pdf) contains a shedload of stuff of, to be honest, questionable relevancy, though it can't hurt to know that stuff. Yes, the curriculum does not require and demonstration of shooting proficiency, but why is this suddenly an issue now, and not when Nevada and New Mexico recognized Utah permits in the first place?

Long and short of it is, I can see the thinking behind the requirement for non-resident permit holders to hold permits in their own state, but that would royally suck for residents of "may issue" jurisdictions like California.
