Oakland, CA gun laws vs Police layoffs

How do Oakland gun laws jive with 80 officers laid off Tuesday? The layoff, along with the list of incidents being reduced that police will respond to leads me to think citizens of the city are "on their own" to a certain extent.

Any current gun laws in Oakland that might hamper their citizens?

1. I don't believe Oakland has any gun laws
The state of California has a pre-emtive clause in the Government Code that prohibits municipalities from making up their own gun laws.

San Francisco has tried to ban handguns three times in recent years, all thrown out by SCOCA.
