I. Introduction

Weather modification is the effect humans have on natural weather occurrences. Pollution or deforestation may unintentionally cause these changes or they may be an intentional attempt to influence our environment . Man has attempted to design weather modification activities to dissipate fog increase rain or snowfall reduce the amount of lightening and hail damage to crops and personal property reduce the severity of hurricanes even to manipulate the weather as a weapon in warfare. The efforts to increase precipitation reduce hailstorms and dissipate fog have proved the most successful.

The process is referred to as "cloud seeding". Clouds form when warm moist air rises in an updraft and cools. The cooling causes condensation and cloud droplets form. If the temperature in the cloud falls below 32°F the water is called "supercooled" and when enough of these droplets gather on a nucleus typically dust sand salt or ice crystals they become too heavy for the updraft to support and they fall to the ground as precipitation.

To encourage increased precipitation an airplane is used to release the artificial nuclei either in the upper portion of the cloud or at the cloud base where an updraft will carry it into the cloud core. These particles typically silver iodide provide a greater number of nuclei to attract the moisture in the atmosphere. From there the natural process of precipitation formation continues.

Each state has different climate issues and therefore varying receptiveness to and goals for any weather modification program that may be initiated. Thus Congress has decided to limit federal regulation to requiring reporting of any modification activity undertaken. It has been more effective for Individual states and regions to develop operational techniques that best serve the needs of their climate. Further states have developed legislation to serve the needs of the constituents who favor weather modification while protecting the rights of those not dependent upon the technology.

March 2006: Rosalind Peterson was born and raised on a working farm in Redwood Valley, California. The weather was the foremost factor in determining whether or not tree crops produced fruit and nuts.

Between 1989 and 1993 Rosalind worked as an Agricultural Technologist for the Mendocino County Department of Agriculture. After leaving Mendocino County she took a position with the USDA Farm Service Agency as a Program Assistant in Mendocino, Sonoma, and the Salinas County Offices.

In 1995, she became a certified U.S.D.A. Farm Service Agency Crop Loss Adjustor working in more than ten counties throughout California. Many crop losses throughout the State can be attributed to weather related causes. Rosalind has a BA degree from Sonoma State University in Environmental Studies & Planning (ENSP), with emphasis on agriculture, watersheds, climate, and crop production.

The following article was first written for use in a newspaper in January 2006. Since that time Rosalind has been a central figure in organizing a major protest demonstration for 23 March 2006 in Los Angeles to draw attention to the experimental weather modification bills, U.S. House Bill 2995 & U.S. Senate Bill 517 that (at this time) are being introduced without the oversight of agriculture and the public.

Rosalind has carried out a great deal of difficult, time consuming research and from her professional point of view is well qualified to express the views below.

In addition, Rosalind has produced some very effective posters that are making a great impact. They are as large as 30"x24" (76cm x 61cm) and are being distributed in exchange for contributions to fund the continuing efforts of her group. We are fortunate to have on this page small samples of three of them.

Although this article focuses on issues directly relating to the United States we must remember that, as is pointed out below, weather does not respect political borders and so Canadians should be as concerned about the issues raised as people in the U.S....>

They think they have a right to own the sky and control the weather and make it a weapon. Full spectrum domination would include that you know... But some insecure people scared of the word"chem-trail"who fancies themselves a scholar closes his mind like a steel trap,to make sure his neat tidy ordered known consensus type of 'safe' worldview isn't upset by bigger weirder things he can't face emotionally. Intellectual cowardice masquerading as intelligence is comforting to some, I guess.Amusing to me, even tho it's sad.

Tell me how all these weird clouds are formed using the natural physics of normal weather?

I have seen similar dramatic unexplainable cloud formations like these just by looking up in the sky myself.I am not imagining it.
So how does clouds like these form?

If not by artificial means?
