Australia's state and territory leaders have announced they will introduce a national carbon emissions trading scheme by 2010 if the federal government fails to set up its own scheme.
Premiers and chief ministers made the announcement after a meeting of the Council of Australian Federation in Sydney.
"Today we are issuing a national call-to-arms on climate change, signing a declaration on climate change," NSW Premier Morris Iemma said in a statement. "We are speaking with one voice, and it is time to act."
The NSW, Victorian and South Australian governments last year proposed the establishment of a national emissions trading scheme.
