OF THE SEASON OVER THE FAR EASTERN ATLANTIC OCEAN...

AT 1100 PM AST...0300Z...THE CENTER OF TROPICAL STORM DEBBY WAS
LOCATED NEAR LATITUDE 15.2 NORTH...LONGITUDE 28.9 WEST OR ABOUT
300 MILES...485 KM...WEST OF THE SOUTHERNMOST CAPE VERDE ISLANDS.

DEBBY IS MOVING TOWARD THE WEST-NORTHWEST NEAR 18 MPH...30 KM/HR...
AND THIS GENERAL MOTION IS EXPECTED TO CONTINUE FOR THE NEXT 24
HOURS.

MAXIMUM SUSTAINED WINDS ARE NEAR 40 MPH...65 KM/HR...WITH HIGHER
GUSTS. SOME STRENGTHENING IS FORECAST DURING THE NEXT 24 HOURS.

TROPICAL STORM FORCE WINDS EXTEND OUTWARD UP TO 45 MILES...75 KM
FROM THE CENTER.

If anything, they have been reluctant to name storms. Whether it is near Africa or not, if it gets to be a hurricane, it gets counted as a hurricane, just like it was last year, the year before that, the year before that and so on.

Nobody is desperate for a hurricane.

4. This is normal
A lot of years, there are no named storms until mid-September, even in years with fairly high hurricane counts.

The same kind of pattern was seen with Pacific storms last year; this year's pattern is like our hurricane season from last year, with a large number of storms that were bigger and stronger than on the average. There's a kind of multi-year back-and-forth in many global weather systems.

We could still have a disastrous season, and hopefully, we won't.
