Can someone here explain the reasoning behind the fuel energy

Can someone here explain the reasoning behind the fuel energy
tax credit 60,000 autos/maker limitation. I recently started looking into getting a hybrid, and was astounded to find out that the earlier years tax deduction ($2000) had been changed to a tax credit (up to $3400, based on fuel efficiency, by model).

There is a limit of 60,000 vehicles/mfgr. and will have once that limit has been met and then disappear completely. Does anyone have any knowledge of this stupid gov'tal policy.

1. It's a tax credit for We the People. We don't count. This is just a
little carrot so that * can say he did something about the energy crisis. Unlike the 100% tax credit for everyone who bought a Hummer or large SUV with a business. Just take your crumbs and be quiet.

2. That's what I thought. My mom is a retired controller and we
both thought the 60,000 threshold was the oddest thing we'd ever seen.

I saw a Hillary speech, some of it, C-Span cut off to cover the House session. She advocated doubling the hybrid credit, enticing seniors to invest in alternative fuel research co's, by giving them a medical rebate incentive and some kind of super incentive to those with really old autos to update to a more efficient, cleaner vehicle. I thought they were pretty good options to encourage energy independence.
