China is falling behind in its ambitious goals to improve energy efficiency and cut pollution, Prime Minister Wen Jiabao said Monday, adding that the targets will be difficult to reach. In order to stem widespread pollution, China set targets to reduce energy consumption per unit of gross domestic product by 20 percent and cut key pollution emissions by 10 percent between 2006 and 2010.
But embarrassed officials admitted earlier this year that both benchmarks had risen in 2006.
"As the prime minister, I feel that reaching this goal is going to be very difficult as the scope is huge," Wen told an audience at the National University of Singapore.
"In the first nine months of this year we have reduced the amount of energy consumed per unit of GDP by 1.8 percent
and we have reduced pollution emissions by 0.28 percent."
