Actually, China surpassed Japan in 2008 and is now the largest foreign holder of U.S. Treasuries. You can see the relative holding through 2008 in the following graph:



You can see the actual numbers and sources at http://www.econdataus.com/tshldrs.html . The numbers just go through the end of 2008 but, as you can see from the latest Treasury figures at http://www.treas.gov/tic/mfh.txt , Mainland China is still the leader.
