I think this sums it up well in a very few words.

Explanation of Superdome... For bush to have rescued the Superdome refugees , would have required spending of fed dollars, which is counter to his plan of

taxcuts for the rich, thus spending cuts.

So he sat on his hands for four days. Till national outrage forced him to act.

Remember, we must begin blaming the GOP, not bush. We will be running against the GOP, not bush, from here on.
