Locke says donors can have refunds if he doesn’t runSeattle Times news services
OLYMPIA — Gov. Gary Locke says people who have donated to his possible re-election campaign will get refunds if he doesn’t seek a third term.
Locke said yesterday he hasn’t decided whether he’s running. However, he’s raised $488,000 so far, dwarfing the assets of his only current rival, former Supreme Court Justice Phil Talmadge, a Democrat. No Republican has jumped into the race yet.
Asked at his weekly news conference what he tells donors at fund-raisers about his indecision, Locke replied: “If we’re not going to run, they’ll receive a refund.”
Under state law, Locke has several options for the money if he chooses not to run, said Doug Ellis, a spokesman for the Public Disclosure Commission.

Ok Kids, I've been gone for a month.... Has Locke said anything else about not running? Or is this the first whispers he may forgo a third term?
