The Extremely Low Frequency systems site at Clam Lake sent signals to U.S. submarines armed with nuclear weapons deep in the ocean. Alternative forms of communication made the ELF system obsolete.
The protesters returned time and time again to be arrested at Clam Lake. Since 1991, there were 58 demonstrations there and law enforcement officers issued 639 citations and sent more than 40 people to jail for refusing to pay fines, said John LaForge, of Nukewatch, based in Luck, Wis.
