Topeka District Court Judge Franklin Theis:

Gave probation to a 28-year-old man who lured a six-year-old boy into his home with candy and soft drinks and then forced him to perform sex act in front of a camera. He used the viedeo for commercial child pornography and was caught red-handed. Judge Theis said the perp has "obsessive compulsive disorder" and couldn't control himself.

Reduced a 24-year-old man's sentence for raping a 13-year-old relative from 7 1/2 years in prison (the result of a plea bargain), to only 13 months, saying that a head injury at age 16 affected the perp's judgment. The perp was a master's degree student.

Departed downward sharply from sentencing guidelines in the case of a 40-year-old man who raped a 10-year-old relative, saying the perp was "not a pedophile" and that the crime was less serious because the victim was a family member.

Gave probation, along with an order "not to go to Montgomery Wards" and "no further sexual acting out" to a 37-year-old twice-convicted sex offender, who then abducted an 11-year-old girl off the street, luring her with a promise to show her a puppy, then brutally raped her and hosed her down to hide the evidence.
