Great work idea you had. I once worked at a place that helped people find housing. I dealt with

landlords listing their apartments and though I was specifically told it was not my job to do any social work with them I came up with an idea. Why not form a 'buying group' amongst the landlords and get them discount card/coupons/accounts with a local business that sold refridgerators or paint or some such thing landlords buy. Then landlords in good standing with us could get access to the coupon/card/account on those rare days when they were making big buys.

I never could implement said policy because I had to leave that job. But dam I wish I could have tried. This was in 1995, well before "groupons" were invented on the intertubes.
