I rescued a dog from abusers once and, although it wasn't NEAR as bad as that poor dog... a passerby once threatened to call the SPCA almost six months after I had gotten him because his ribs still showed some. . . . I had to show her pictures of the horrible shape he was in when I got him before she'd calm down. . . .
I have a greyhound and a whippet. Last month Animal Control was at my house twice in one week because new neighbors called them to report we had "abused and starving dogs". The first guy who came looked at the whippet and said "But that's a fat whippet." Then the greyhound walked out to the porch and his comment was "Oh, it's a greyhound.". Second time the visit went even quicker. The dogs met the guy (different one from the first visit) at the door. His comment "Oh, never mind.".
