23. It's actually a lot of fun

And there are two fun ways of winning that pretty-well guarantee that you will be the first player knocked out of the game in the next round

1. Getting lucky in the number of population you're dealt and then growing that number by successful propaganda campaigns to a point where no amount of "Final Retaliation" by the rest of the players (that you've decimated by brainwashing their masses to your way of thinking) can take you out, even by attrition. Other players get jealous of those with 'too many' people ;)
2. Having the 100MT (megaton) warhead in your possession, getting defeated by another player and then getting lucky on the spinner with a triple-yield. That's the "If I can't win, nobody wins!" rule, and is so terrible in explosive power that you destroy the solar system! And, all of the other players' countries, too :P
