He tortured Leia in an attempt to get the locations of the rebel base out of her, held her back and forced her to watch as Tarkin ordered the destruction of her planet, nearly killed her on the planet Mimban (and would have had it not been for a Force-amplifying crystal helping Luke heal her), torture her primary love interest while she was captive again.

As for Luke, Vader ordered the death of his aunt and uncle and watched the slow and painful executions, killed another parental figure in the form of Obi-Wan, nearly shot him down and came close to destroying R2-D2, fought Luke on Mimban after nearly killing Leia, fought him on Hoth and cut his hand off.

I'd say "No".

Apparently, the Jedi were poor father figures. And while Palpatine filled that role for Anakin, he was a megalomaniacal psychopath & mass murderer.
