I have a quick grammar question about something going on a resume:

Should it be "Prepare and administer subcontracts, licensing agreements, and memorandums of agreement." OR
"
Prepare and administer subcontracts, licensing agreements, and memoranda of agreement."

4. It depends on where you're applying, in my opinion
If it's a law office or university, I would use memoranda. It shows a grasp of Latin that they might appreciate.

5. Generally, past tense is easier to read and understand:
"Prepared and administered subcontracting, licensing and memorandums of agreement". The "agreement" in both of your examples are redundant. As for memorandums or memoranda, the former is correct.

The resume should state your accomplishments, not sound like a job description. When you put it in present tense, it sounds like you do it right now. Even if you are employed at present, that doesn't say what you have accomplished, just what your duties are. You want to emphasize your talents in terms of what you have done, especially if it is demonstrable or at least can be backed up by your references.
