I would have to say, New York.

First, just on the basis of its history. It's been promoting the arts long before LA was anything more than a dusty, quiet little town.

And look at Broadway! Off Broadway! All the art galleries, museums, opera houses and so on...

Plus the support for the arts.

Definitely New York.

if we're talking just film maybe, but both are even losing market share there at this point.

It's a cost issue; it's increasingly no longer possible to live in either city as an up-and-coming artist; at the same time, because of the internet and cheap global shipping, it is becoming easier to create truly avant-garde work from anywhere...one is no longer tied to the metropolises for cultural education or exposure to the great ideas and great works of art, film, music nor for exposure to the global community of one's art. Art is radically egalitarian...if one's work is good, one thrives; talent is the sole determiner of success. Not location nor training or social status can overcome lack of vision or talent.

(I say that having lived in NYC and having worked in both film and art...not as an artist/creator. I haven't the talent to paint a fence.)

14. Hollywood seems more movie machine than art to me.
"Take 20" actors elocuting from formulaic scripts, mechanically manufacturing movies for the masses.

An Indie named Primer, completed on a budget of $7,000, ranks as my favorite time travel SciFi. Primer works great for geeks like me even if leaves the masses shaking their heads like a dog trying to get something out of its ear.

Not that LA doesn't crank out some great stuff, and have some wonderful artistic offerings.

But NYC's quality and level of art is waaaaaay higher, more enduring, and more relevant.

NY has Broadway, Lincoln Center, Carnegie Hall, tons of jazz clubs, and museums.
LA has Hollywood and Gustavo Dudamel at the LA Philharmonic.

I think NY gets the edge.
