In this envelope was the left third of my electric bill.

The mangled envelope had my return address and a sliver of the invoice.

Check not included.

It does raise the spectre of vast machinery out of control, however - your poor envelope must have gone through hell in its final moments...

4. As a former Postal Service maintenance technician,
You have to understand that these mail pieces go through several
processing machines such as canceling machines, optical character
readers, bar code readers, delivery bar code readers, etc.
The mail piece is held upright between two belts and travels
at a speed of about 9 feet per second so if there are jams then
mail pieces get mangled.
When you consider the amount of mail processed, the
mail pieces that get damaged and/or mis sorted is remarkably
small, but that is little consolation when it happens to you.
The remains of mail pieces are sent to a "nixie clerk" who
try their best to gather available parts into one of the
envelopes like you received.
We are sorry for the damage but with mechanization these
things happen.
So in spite of all the problems the Postal Service has,
it does a very good job.

5. The amazing thing is, I just checked my bank balance, and the
check made it.
The electric company got the half with the check.

7. I'd call and make sure that it was the electric company that got the check...
the same thing happened to my father years ago and it turned out that the reason the envelope got mangled was because some shitheel had torn the end off the envelope and taken the check before the mail-person ever picked up the mail, causing it to later get hung-up on a sorting machine.

A lot of those check-cashing places are less than reputable and will cash anything as long as the EBT clears on-the-spot.
