Recommend free discussion board utility for a very small group?

I'm president of a homeowners association and we have a lot of discussion through email, a good thing BUT...

It's difficult for people to remember what the original issues were, where they stand, what key points have emerged and so forth.

So, I'd love something for a handful of people that can:

1) enable discussion topics like DU
2) allow me to post stickies or update the original post in a thread
3) allow people to respond to only one person in a thread so that subthreads can happen where smaller topics within a larger one can be hashed out.

Any ideas would be helpful since beyond wanting this, I got nothin. :shrug:

but my board of retirees is not on facebook (well, i'd bet that this particular group is not) and even if they were i am not ready for the drama of not friending any of them.

2. Yahoo Groups might be your best bet

Either that or get your own website and domain and use SMF or V Bulletin or some other open source message board software.
