Can someone here explain to me the logic surrounding Budget Rent a Car and coupons they issued?

Can someone here explain to me the logic surrounding Budget Rent a Car and coupons they issued?
Here's the background. I'm going to New York in two weeks. I reserved a car through Budget, but wasn't required to pay in advance. After making the reservation, I receieve a book of Budget coupons in the mail. On the front of the coupon book it says, "Look inside for great summer offers and fun for the whole family."

So I call Budget to see if I could use one of the coupons for my upcoming trip. I am told, "I'm sorry sir, but that coupon is blocked out for the entire months of July and August."

I'm flabergasted. The coupon says it is for summer deals, and now they are telling me I can't use them in the summer.

So I call customer service to complain. They tell me that while they are Budget coupons and Budget coupons only, they didn't issue the coupons, a coupon company did, and it's supposedly not their fault that I was told I could use these coupons for summer rentals when supposedly these dates are blacked out for the coupon rate.

Does any of this make any kind of sense whatsoever?

3. The problem is most schools go back in late August, early September.

And the coupon book explicitly advertises it as summer offers for summer vacations. They even have a picture of kids on surfboards, for crissakes. Summer to the average person includes July and August, and for all intents and purposes is over and done with after Labor Day.

Actually I saw a few kids at the beach when I went after Labor Day last year. Just not the throngs of people I was trying to avoid.
