Ladies' Rooms in public places

Okay, so I was at a parade in the city and I went to restaurants, book stores, and even the library to look for those "that time of the month" thingys but didn't find a single place that sold them. Plenty of diaper changing stations but no machines where you put in a dime or quarter for them. I used to see them all the time and now...nowhere!! I mean, what's going on here? Ladies, do you have them where you shop and eat?
