2. I would guess
that a poor man would not indulge in eating a chicken unless he was sick enough to need to eat the chicken, or the chicken was too sick to survive anyway.

But I'm terrible at proverbs.

4. It means a poor man only gets to eat a chicken if
he gets sick enough to get the attention of a charity or he gets the rejected food (a sick chicken).
