My wife called a woman a "dick" just last night. There is a context though.
She (my wife) makes a distinction between women who are "dicks" and women
who are "bitches." "Dicks" are arrogant, bombastic, rude, while "bitches"
are harpies or termigants. Men are just "dicks" when they are dicks, not
usually bitches.

if someone is going to use a genitalia reference for a woman they generally go for the cruder one.

There really is no equivalent. It's like asking if there's an equivalent to the N word for white people. Sure, there are slang insult terms for 'em, but they're not nearly as bad.
