sort of, out of focus? Similar to,, but not exactly like Little Orphan Annie's eyes? I saw that once in a family member (this person wasn't on alcohol or drugs) when she was hearing some inconvenient truths.

A was with a few firefighters, who had lost their fellow FFs in the collapse. One of them had that sort of unfocused stare. To their credit, after an hour or two the three of them hopped a boat and headed back to ground zero.
