1. Actually, it's the sound of fanaticism, in my opinion.
I think the line between desperation and fanaticism is very, very pale in his case, though. x(

2. I find it impossible to tell when a politician really believes what they are saying.

For ten years I lived with a Prime Minister who always believed what he was saying, every day, even if it contradicted what he said yesterday. I thought he was a fraud from the day he became Labour leader in 1994.

I don't even believe George W. Bush believes what he's saying when he talks about religion and God.

But the people he courts and Romney is trying to, yes, they are fanatics.
