1. He's awarded one to himself at least once before this too.
I think he might have said something incorrect about BillO and apologized. If I remember correctly, he went on to give the silver and the gold to... BILLO!

If you haven't seen it, check out KO's book, "The Worst Person in the World and 202 Strong Contenders." It's basically the first year of his Worst Person in the World Awards, and BillO is mentioned time and time again. I hope I don't give it away, but the Worst Person in the World at the end of the book is...

Well, you can probably guess by now. :evilgrin:
