Our toilet has gone berserker...Time to call maintenance...D'oh!
It's not clogged, in the typical way, it's just that when you flush it, it fills with water to the top, and then takes about a half hour-hour to drain waaaay back down. This is not good. It's been happening since yesterday morning, and maintenance won't come until tommorrow....This sucks. Boooooo! x(

4. Take the tank lid off and turn off the water line to the toilet

Then, flush the toilet while holding the float up in the tank. (Once the water drains out of the tank, you can let go of the float; With no return water coming in because of the water line turned off, the tank and bowl will not fill up again.)
This will cause the water to drain out of the bowl. With less water in the bowl it becomes easier to gain the suction needed when using the plunger to unclog the drain.

5. If this is an older home
it could be roots in the sewer line. Not likely if it is plumbed with pvc or abs in the last 20-25 years but if it is orangeburg (fiber pipe with tar) or even clay pipe this could be the problem...RotoRooter

6. If you don't have a snake and Whoa_Nelly's method doesn't work
then it's probably a gift from some other unit cause the problem and maintenance needs to deal with it. Some people flush the darnedest things -- grease from the kitchen was the culprit in an apartment building where one of my friends lived.
