Green thumbs, can I transplant rose bushes my neighbor dug up? Roots are
pretty much intact. Should I cut back the tall ones? Do I keep them wet?

1. should be OK as long as you have plenty of roots
and the roots have been damp.

I would give them a really good pruning when you plant them, too. Roses should get cut back every spring, to keep the canes manageable and to keep them from getting diseased. Give them a good dose of fertilizer and a good watering, and they should do OK.
