Hey, IDIOT! Get out of the car and go to the door!
Some moran in an SUV is outside my apartment building, honking his horn, presumably to tell someone inside that his holiness has arrived. Spooked the heck out of my poor cat, not to mention it probably woke up the nurse who works the nightshift in the apartment across from me.

Darn. He left before I could find my pellet gun. (JK--I don't have a pellet gun, or any form of projectile weapon).

1. There was an SNL sketch years ago on a related subject.
A guy wakes from a sound sleep to the sound of a car alarm wailing. He walks over to his apartment window, looks down to the street and sees the offending car at the end of the block. He walks away from the window, and there's a rustling sound for a few seconds before he comes back into view. He opens the window, raises a bazooka and fires. The car explodes, the alarm stops, and he goes back to bed. I think the actor was John Belushi.

I visualize this sketch when I find myself in situations like the one you described. :-)

3. I could always tell when my daughter's boyfriend stayed overnight
because my microwave would set off his Mustang's car alarm. I thought it was one of the neighborhood cats doing it. It took me almost two weeks to figure out it was me nuking my a.m. coffee.

5. I used to live in an 8 story apartment- 5th floor above the door.
It was a big building and we would get idiots doing that. I would always go to the fridge and get an egg. I got good at dropping them on the hood of the offending car. Suprisingly enough the driver found enough energy to get out of the vehicle after the egg hit!

(I know it was a rude thing to do but why would I respect anyone who has no respect for anyone else?)

6. Asshole was doing that outside my apartment years ago,
only it was after 1:00 a.m. He was honking his horn over and over; it went on for what seemed like ten minutes or so. Then finally a whole bunch of people (including me) poured out of my building and some other nearby apartment buildings and mobbed his car, yelling at him and calling him an asshole until he drove away.

7. Not defending it but - maybe he's driven around 3 times and couldn't find a parking spot
And maybe he just wanted to let her know that always making him wait for her for no reason other than to make herself feel like a queen is starting to get old. But then again maybe I'm just really bitter today.

I don't give a shit what his problems are, he has no right to make them my problems. If he doesn't like his girlfriend's attitude, get a new girlfriend.
