Puzzled by this Bumper Sticker

How would you interpret this?

Picture of American flag waving. The wave in the flag is somewhat distorted. It is not a "regal" wave. Not a natural wave. It's a sort of exaggerated wave.

Next to it, in "chiller" font is, America. Fear it."

It was on the back window of a big, white SUV parked on campus at a large university in northern NJ. I looked the SUV over for other clues as to how to interpret this but couldn't find anything.

Is it a comment on our foreign policy?

Is it a message to would-be terrorists?

Is it a statement on bushco's use of fear tactics?
