I had to do that one time with an old school of mine, and it was two hundred miles away. They were claiming that I still had a book checked out after twelve years, and weren't going to release my transcript until I had paid for the book, the fines, and the interest on the fines. After a few weeks of trying everything I knew, including contacting the library, I went down in person. After a ten minute search in the stacks, I found the book, and had all charges dropped, and went home with a copy of my transcript.
I hate to say it, but there are schools and other institutions who simply won't take you seriously unless you are face to face with them, and creating a ruckus. Since they can't hang up on you, then they figure they had better give you what you want and get rid of you. It sucks, but that's the way it is at times.
