There is a weird guy with nunchucks yelling outside my apt right now...
He keeps swinging them around, hitting stuff at the bus stop, grunting like a wild animal. I went outside and yelled at him to knock it off a bit ago and he stopped for a little bit. Now he is at it again. Pissing me off too.

Why the hell does this stuff happen to me? I just couldn't have a good old fashioned passed out drunk outside at my bus stop. Nope, it has to be the loud grunting guy with nunchucks. Dammit.

1. I used to live in a house where, across the street, a
schizophrenic man was living under a tarp. Every night about 11:00, he'd crawl out from the tarp, and start pacing, waving his hands, and shouting gibberish at the top of his lungs. Me and my housemates dubbed him The Preacher Man.

I actually felt sorry for him. He was obviously in need of medication, but couldn't afford it. The most ironic part of the whole thing was that the main office for Seattle Mental Health was two blocks away.

2. Ronald Reagan's Legacy. At least one of them.
I don't remember -- did he END, or just slash, federal mental health funding? At any rate, thousands if not millions of mental health patients were turned out of hospitals. Guess where they go when they're turned out? Under tarps across the street.

3. Actually, that was more a product of the mental health community
Giving mentally ill people their rights. Now, I am a fervent advocate for human rights, but if someone has a mental illness, you cannot turn them out on the streets in the name of human rights. Because it often ends up as human wrongs. One of my BIL's mothers has some serious mental health issues. When she is on her meds, she functions quite well. But they basically leave it up to her, as her "right", to come in to get them. My BIL spends a lot of time dealing with them. I do not believe in locking everyone with a mental health problem up, but I also do not belive in letting them decide on their own what is best for them, when their ability to think clearly is impaired. Sometimes, others DO have to intervene, in the best interest of another.

Yes, Reagan did cut funding, but again, it was many in the mental health community who initially fought for the "freedom" of the mentally impaired to make choices for themselves. One of my profs in college was in that group, and he said it was one of his deepest regrets, as he felt it ultimately led to more harm than good.

7. Or the authorities just throw them in jail
The counties and states are compensated federally for the number of people they have in their jails and prisons versus it costing them to treat them. The more prisoners, the more money, it's an incentive. This is what they do in Florida but I'm sure a lot of other states look and say, "hey, we should do that too".
