for women has been legal here in Canada since 1992 or 1993. But it has to be at a beach, a park, or resort. If a woman (or a man for that matter) chose to go to the supermarket topless, then some may get offended. Offend me? Not one bit. You really become enured to something after some exposure to it. It's really not a big deal anymore.
