School Board Chief's Son Arrested For Breaking Into School

WAUKEGAN — The son of Waukegan School Board President Fernando Shipley was one of two men arrested early Wednesday in connection with a break-in at Waukegan High School, 2325 Brookside Ave.

Matthew Shipley, 20, of Waukegan was apprehended around 3 a.m. near the school along with a local man identified by police as Devonte Roberson, according to Deputy Chief Artis Yancey.

Yancey added the two have been charged in what appears to have been "a vandalism that was interrupted" by officers responding to an activated alarm.

According to Yancey, officers arriving on the scene found windows broken out, and a search of the building found that some rooms had been entered but no suspects were on the scene.

A search of the surrounding area found two individuals later identified as Shipley and Roberson walking "blocks away from the school" in an otherwise quiet neighborhood, Yancey said. He added the duo was linked to the break-in through evidence that included blood found on a broken window.

"One of them was cut and left blood droppings at the scene," Yancey said. "We're pretty certain they were the ones involved."

Nothing was reported missing from the high school, and Yancey said that Shipley and Roberson "had no proceeds on them" when taken into custody. Both men were released Wednesday on $40,000 recognizance bonds.

Fernando Shipley, a Waukegan police officer, was elected to the school board in April 2003, and he became board president upon the April 2005 departure of then-president Pat Foley. Attempts to reach him for comment were unsuccessful.
