"Little Man" -- a rip-off of Looney Tunes or not?
I say it's a total rip-off. The scene in the commercial with the "baby" shaving in the mirror and smoking a cigar with a prominent tattoo on his arm is directly out of a Bugs Bunny cartoon. I call bullshit!

1. The Termite Terrace gang was far more sophisticated and
subtle. I believe you're thinking of Baby Herman in Who Framed Roger Rabbit. And the foul mouthed adult disguised as a baby shtick goes back to vaudeville.
