We begin with a relatively free society with a relatively healthy economy. The President engineers an attack on his own country and blames it on terrorists, using this "attack" to scare the populace into letting him start wars (thereby enriching his friends in defense industries). Every once in a while he "releases" a terrorist tape that he's created to create more fear, allowing him to use Congress to strip the people of their rights. At the same time, his followers in Congress are passing bills that allow the wealthy to consolidate wealth by eliminating support systems for the middle class and the poor. Ironically, the middle class and the poor do nothing because they're paralyzed by fear and apathy. We end with a country with no remaining civil rights (except for the wealthy) and a permanent slave class of workers who live in fear of a non-existent "monster".
No, I don't believe all of these things are factual in our present situation but I think it'd make a great read.
