the deregulation was nothing else than to turn a big monopol in several little ones with different names but the exact same behaviour. Feel free to change. If you can, of course. :sarcasm:

7. Are you on budget billing?
It evens out the whole year so that your summer or winter (whichever is worse)bills aren't that high. In Mississippi, the heat in the summer makes your electric bill go way up, but if you are on budget billing it averages it out through the year!!
