Indeed, there were river pirates.

I know that there's a stretch of the Ohio River that forms the border between Illinois and Kentucky which was notorious for river pirates in the early 1800's.

There's a park in Illinois called "Cave-in-Rock" that apparently was a hideout for pirates.

Of course I could be wrong and may have dreamt the whole thing up, but that's what google is for.
