9. two shcools of thought

Riparian doctrine - the water blongs to those who own the land bordering the stream, each owner has a right to reasonable use; used more in the east where water is plentiful

Prior Appropriation doctrine - persons acquire rights by actual use; if flow decreases, priority is determined by time of appropriation; used out west in drier states.

in both theories, natural uses (human consuption, gardening) is preferred over artifical uses (irrigation, industrial use)
