I suspect that's one reason why * totes him around like a carpetbag. It's not because the dog is slow or tired ... * knows how bad it looks when Barney doesn't want to follow him. (Because the American people might catch on and not want to follow him either.)

Remember the White House interview when * called out to Barney, standing in the doorway of a room, to come to him, and Barney turned and walked away?
